The Vilnius Chamber of Commerce, Industry and Crafts issues certificates of origin to exporters - documents certifying the origin of goods issued when goods are exported to a non-EU country, if required by the customs authorities of the importing country. 

We also advise on the issue of GS1 barcodes, and we issue Force Majeure certificates.

  • Documents of origin of goods Certificate of Origin (CoO)

    The CoO is a document certifying the origin of the goods issued when the goods are exported to a third country (non-European Union), if required by the customs authorities of the importing country.

    The CoO is issued for each consignment, unless otherwise provided for in the legislation of the importing country, in accordance with the October 9th 2013 Regulation (EU) No 952/2013 of the European Parliament and Council, and the July 28th 2015 Commission delegated Regulation (EU) No 2015/2446, amending of the European Parliament and Council regulation 952/2013 by adding detailed rules specifying certain provisions of the Union Customs Code.

    A person must submit the following documents to the Chamber for the purpose of obtaining a CoO: Receipt of the goods and sales accounts; Documents proving the origin of the goods manufacturer’s declaration, if the product originates in the Republic of Lithuania; Certificate of Origin if the goods are not of the Republic of Lithuania origin; A copy of the contract with the buyer; The power of attorney signed by the manager and the company’s stamp. In the event of remaining uncertainty, the Chamber may require additional documents proving the origin of the goods (an examination of the certificate of origin, a brief of the main technological operations, etc.). The Chamber issues a certificate of origin to the customer (original and a copy). The original is intended to be submitted to the customs authorities of the importing country, and the copy remains with the exporter.

  • Force Majeure Certificates

    The Vilnius Chamber of Commerce, Industry and Crafts issues certificates of force majeure for circumstances that arose or existed in the territory of the Chamber, i.e. Vilnius and Alytus counties. A certificate issued by the Chamber as an institution authorized by the State is formal written proof of greater value than any other means of proof. In the event of a situation of force majeure, the person is released from liability for failure to fulfill obligations.
    The concept of force majeure describes extraordinary circumstances that can’t be controlled and reasonably foreseen at the time of conclusion of the contract, and it is not possible to prevent these circumstances or the consequences that may arise. These circumstances may be caused by war, piracy, sabotage, natural disaster (for example, a storm, cyclone, earthquake, flood or fire), boycott, strike, lockout, etc. In the event of a force majeure, legal or illegal actions by public authorities and actions of individual officials may also be recognized.
    The Chamber shall examine the application of the person and issue the certificate or give a refusal to issue it within 20 working days from receiving all of the documents specified in clause 4 or 5 of the description. If necessary, the Chamber may, within 5 working days of receiving all of the documents specified in clause 4 or 5 of the description, request the person to clarify and / or supplement the submitted documents with a written request. In this case, the deadline for processing the application is calculated from the date when all revised and / or supplementary documents were received.

  • ATA Carnet
